The Start-Up and Expansion Program is available to child care providers who offer infant/toddler care in the following types of facilities:
- Licensed-exempt facilities
- Licensed centers
- Licensed and unlicensed family home providers
- Registered Vendors

The requirements for this program include:
- Earning CDA credential
- Becoming a licensed provider

The services Educare provides include:
- Information on expectations with inspections
- Licensing information and assistance
- Information about community resources
- Training opportunities
- On-site training visits
- Child Development Associate (CDA) Classes
- Toys and equipment (to those who qualify)
- Accreditation assistance
- Resource Room for providers to check out toys, equipment, and books
- Technical assistance with start up of new child care programs
